Pic: Praveen S During the end of November 2015, when the corporator and the ward engineer began cleaning up an vacant plot (plot number 60) located at the intersection of 4th cross-10th A Main in Indira Nagar 2nd Stage (Ward 80), close to the Indiranagar metro station, residents’ joy knew no bounds thinking that the garbage mess piled up over the years would finally be cleared from the vacant plot. The Karnataka Municipal Act 1976, amended as per the requirements of the famous 74th Constitutional Amendment in 1994, stipulates that there “…be a ward committee for each ward … (that) shall consist of … the Councillor representing the ward … (and) ten other members … (including) members of resident’s associations...” The KMC Act further stipulates that the “ward committee... prepare ward development schemes, … , ensure proper utilization of funds, ..., supervise all programmes and schemes being implemented by the corporation … .” If all went as per the Act’s designs, the ward committee would “ensure timely collection of taxes,…

Can't find a clean public toilet? Consider using a vacant plot. Civic sense? What on earth is that?  Vacant plots in our city are considered as nothing but garbage dump yards.  And if they are under litigation, they are ignored by the concerned parties for obvious reasons. The civic authorities don’t seem to care, and irresponsible citizens and commercial establishments like hotels and pubs begin disposing their waste in these sites in the wee hours of the night or early mornings; sometimes even in broad daylight. Bellandur Ward candidates have started campaigning and reaching out to residents. Meanwhile residents had a discussion on the Bellandur Forum egroups and Facebook page, on what our needs are and what we want the winning candidate of the Bellandur Ward to address in her term.  This is the Citizen Manifesto that we came up with.  Governance Form a Ward Committee within a month: select 3 representatives from Bellandur apartment/layout RWAs - call out for applications by issuing public notice. Communication Have a public meeting at a fixed day, say first Saturday of the month to hear grievances and review execution. Liason with other agencies including traffic…
